Decent civ construction games

Can anyone recommend any decent civ construction computer games to tide me over between turns?

Preferably not a turn based one in Sid Meir vein.

Any one of the Total War series, my favourite being Rome: Total War however all are very good for nearly endless hours, I've alone logged in over 4000 hours in the series. If you like the space-age stuff Sins of a Solar Empire is also good. And then for a first person semi nation building, semi being whatever you feel like there's the mount and blade games (warband being my by far my favourite). If you like older games there's always Rise of Nations among countless others.

do these also let you build the civillian aspects of your society?

I'm after a proper civ builder, not just a military RTS wargame.

Empire Earth III was probably the closest to what I'm after that I've played but the graphics, animation and voice acting is just utter shit.

The latest Total war series delve more into the social aspect but overall it's a minor contribution, the majority of what I posted are mostly RTS's so not much there, uhm, Caesar IV is more of a city builder with a small military aspect, it's more in line probably for what you're looking for, and Empires, Dawn of the Modern World if I remember correctly also has more of a civilian aspect then most games. Also a fun little game in beta on steam, Godus is rather entertaining.
